This method offers an eight-step process for discussing and evaluating ways to meet a public health policy goal or objective based on group agreement or consensus.

Steps for Using Method/Tool

The method guides users through eight steps:

  1. Define the context.
  2. State the policy issue or problem.
  3. Search for evidence to further define the policy problem.
  4. Work through the policy options.
  5. Project the potential outcomes of each policy option.
  6. Evaluate each option.
  7. Weigh the projected outcomes.
  8. Based on steps 1–7, make a final decision on which policy option to pursue.
